Enrollment Certification Process

Parker University is approved by the Texas Veterans Commission to certify eligible students for VA Benefits enrolled in approved academic programs. Students that wish to utilize their benefits must complete and submit the VA Enrollment Certification Request Form for each term of enrollment in which the eligible student wishes to utilize their VA Benefits. In addition, students must submit the following documents to a VA School Certifying Official for their initial request to be certified:

  • VA Certificate of Eligibility
  • Copy of DD-214 (Veteran only)
  • Official military transcript (Veteran only)
  • All academic transcripts from previous schools attended

Veteran Affairs Education Benefits

Effective for periods of enrollment on or after January 1, 2021, Parker University will provide a 10% Tuition Discount to all Veterans and eligible dependents of Veterans. 

Parker University honors its Veterans by providing the following discounts:

  • The Tuition Deposit and Application Fees are waived for all Veterans
  • Parker Grant and Merit Scholarships are also available to qualified Veterans pursuing undergraduate degrees
  • Presidential and Merit Scholarships are available to DC seeking Veterans

Payment for tuition, fees, books, and housing can vary depending on your chapter, your location, and the types of courses you are taking. Please view the GI Bill® Comparison Tool: VA.gov for the most accurate payment information.

VA Education Benefits – All major VA benefits are processed by Parker University dependent upon the Veteran’s or Dependent’s eligibility. Information about benefits and eligibility can be found at va.gov. The most utilized benefits at Parker University include:

  • Post 9/11 GI Bill® (Chapter 33)– higher education and training benefits to Veterans, Servicemembers, and their families who served after Sept. 10, 2001.
    • Yellow Ribbon Program–  The Yellow Ribbon Program is designed to supplement those veterans whose educational expenses are covered at 100% under the Post-9/11 GI Bill®, as follows: The Post-9/11 GI Bill® provides a tuition benefit up to the highest public, in-state undergraduate tuition rate. For veterans who qualify under Yellow Ribbon, Parker University (in partnership with VA) assists with the remaining tuition gap.
  • Montgomery GI Bill® (Chapter 30)– assists active duty and reservists with the pursuit of higher education degrees, certificates, and other education and training.
  • Survivors’ and Dependents’ Educational Assistance (Chapter 35)– offers education and training opportunities to eligible dependents of Veterans who are permanently and totally disabled due to a service-related condition or of Veterans who died while on active duty or as a result of a service-related condition.
  • Veteran Readiness & Employment (Chapter 31)– for Veterans with service-connected disabilities. For additional information about VR&E, contact the Regional Office in the state of the Veteran.

Active Duty Tuition Assistance

Parker University participates in the Department of Defense (DoD) Tuition Assistance (TA) Program providing postsecondary programs available to the military community. 

TA eligible programs at Parker University are as follows:

Active Military Tuition Rate is $250 per credit hour for online undergraduate and master’s programs. This amount reflects only tuition in accordance with DoD Instruction 1322.25. Rates do not include costs associated with room, board, distance learning, equipment, supplies, books/materials, exams, insurance, parking, transportation, admissions, registration, or fines. University Process for Resolving Veteran Student Complaints Submitted to the Department of Defense

I. Purpose
This process outlines the university’s procedure for responding to and resolving complaints submitted by veteran students to the Department of Defense (DoD), ensuring timely, fair, and thorough resolution in compliance with federal regulations and the Principles of Excellence.

II. Scope
This process applies to all university departments that provide services to veteran students, including but not limited to Admissions, Financial Aid, Registrar, Student Accounts, and Academic Affairs.

III. Responsibilities

  • The Associate Provost of University Compliance serves as the primary point of contact for all DoD-submitted complaints.

  • The AP of University Compliance or Student Affairs Office will coordinate the formal investigation and resolution.

  • The AP of University Compliance will oversee communication with DoD representatives and ensure timely responses.

IV. Process

  1. Receipt of Complaint Notification

    • The university will receive official notification of the complaint through the DoD Postsecondary Education Complaint System (PECS) portal or via designated email from the DoD.

    • Upon receipt, the complaint is logged and assigned a tracking number.

  2. Internal Notification and Case Assignment

    • Any relevant university officials responsible for oversight are notified.

    • A case investigator is assigned based on the nature of the complaint (e.g., financial aid, academic, billing).

  3. Initial Case Review (Within 3 Business Days)

    • The assigned investigator reviews the complaint details, collects relevant documentation, and identifies the university staff or departments involved.

    • The student is contacted to confirm receipt of the complaint and provided a timeline for resolution.

  4. Investigation and Documentation (Within 10 Business Days)

    • A thorough investigation is conducted, including interviews with staff, review of records, and analysis of policies and procedures.

    • All findings are documented and evaluated for compliance with university policies and DoD requirements.

  5. Resolution and Response (Within 15 Business Days)

    • A written response is prepared addressing each aspect of the complaint, including findings and any corrective action taken.

    • The response is submitted to the DoD through the PECS portal and a copy is provided to the student.

    • If the complaint is substantiated, appropriate corrective actions are implemented and documented.

  6. Follow-Up and Closure

    • The AP of University Compliance ensures any promised remedies are carried out (e.g., account corrections, policy updates, staff training).

    • The case is closed in the internal tracking system, and a satisfaction follow-up may be sent to the student.

  7. Annual Review and Reporting

    • Complaints received via the DoD are reviewed annually for patterns or recurring issues.

    • A summary report is submitted to university leadership to inform improvements in services for veteran students.

V. Non-Retaliation Statement
Veteran students are protected from retaliation for filing complaints. The university will not take adverse action against a student who exercises their right to report a concern to the Department of Defense.
